The European Parliament has granted its final approval to the EU’s Artificial Intelligence Act. It will take about two years for the law to go into effect, although certain prohibitions will become active six months after enactment.

The legislation bans several AI applications, including those involved in biometric categorization, emotion recognition in schools and workplaces, and AI-based social scoring.

At the same time, the EU has identified specific “high-risk” AI usage scenarios that will be subject to assessment and monitoring, including systems used in healthcare, banking, and border management.

These requirements include protocols for human oversight and transparency. Lawmakers supporting the act touted the legislation as the first binding law on AI and said it would “combat discrimination” while promoting worker and citizen protections.

OpenAI is teaming up with more publishers to train its ChatGPT with news content.

The latest partners are Le Monde and Spain’s Prisa Media — the parent company of El País and other publications — whose coverage will appear in select summaries shared by ChatGPT.

OpenAI previously disclosed content partnerships with the likes of The Associated Press and Politico-owner Axel Springer.
The data deals were last estimated at between $1m and $20m a year, which some observers say could stymie AI projects at smaller firms.

Germany, for example, has a $1.7m fund to help AI startups access training data without breaking the bank.
